DESCRIPTION:The MPEG committee has decided to take on a new standardization
activity called MPEG-5: Essential Video Coding (EVC). Based on a specific
set of requirements and after having evaluated responses to the Call for
Proposals (CfP) in January 2019\, a first Test Model and Working Draft wer
e produced in February 2019. The MPEG-5 standard is developed in parallel
with the Versatile Video Coding (VVC) project\, with the main difference b
eing that the MPEG-5 work takes into account the origin of the technology
under evaluation and commitments to make licensing terms publicly availabl
 e. The goals of the activity is to produce a baseline profile that can be
implemented and used free of charge\, and in addition to that a higher pro
file that can provide better compression efficiency than existing video co
ding standards such as HEVC. This presentation will introduce the MPEG-5 c
odec and its target applications. It will also describe the technical elem
ents included in the MPEG-5 specification draft\, present an analysis arou
nd the patent and licensing landscape and present results of MPEG-5 relati
ve to other new and upcoming video codecs such as AV1 and VVC. Divideon wa
s one of the companies that responded to the MPEG-5 CfP and Jonatan is inv
olved in the development work and one of the editors of the Working Draft.
